Sandbar Circle, Sacramento, CA is the location of the EAR's 23rd
attack on 5/17/77. The EAR threatened to kill his next two victims.
Many of the EAR attack locations had access to the American or Sacramento
River as a common denominator. Sandbar Circle was no exception with
a levee behind the homes and access to the American River Parkway
nearby.
